Mobile money at scale: Usage, value and impact

The State of the Industry Report on Mobile Money is widely recognised as the industry’s definitive reference point, providing an authoritative view of how mobile money is evolving globally.

In 2025, the mobile money ecosystem continued to scale, consolidating its role as a core pillar of digital financial services. Double-digit growth in account adoption and higher active usage channelled more money through the ecosystem than ever before. Mobile money services processed over $2 trillion in 2025, a fifth more than the year before.

Mobile money’s value proposition to people and businesses remains strong. Its financial service offerings now go beyond providing access, supporting financial health and resilience. Industry revenues rose in line with strong transaction volume and value growth. A more supportive regulatory environment continues to drive ecosystem growth, though some challenges persist.

Empowering global economies

Mobile money transaction values

While it took the industry 20 years to pass $1 trillion in annual transaction values, it only took four years from that point for this figure to double.

30-day activity rates

Regular mobile money usage is rising. The global 30-day activity rate gained around half a percentage point to 25.7% in 2025, the highest it has been since 2021.

90-day activity rates

Between 2016 and 2025, the global 90-day activity rate rose by 5.1 percentage points. The greatest improvements were in East Asia and the Pacific, Sub-Saharan Africa and Latin America and the Caribbean.

Mobile Money Prevalence Index

Mobile money prevalence improved again in 2025. The number of countries with a low or very low Mobile Money Prevalence Index ranking declined from 50 in 2024 to 42 in 2025. During this time, the countries classified as either medium, high or very high increased from 52 to 60.

Merchant payments

Merchant payments grew by almost half to $155 billion in 2025. This was the fastest growing mobile money use case by far.

Our thoughts

“Looking ahead, the industry’s growing scale and sophistication will bring new opportunities, and new responsibilities. By prioritising interoperability and cross‑border harmonisation; engaging in digital public infrastructure; strengthening consumer protection and fraud controls; and accelerating women’s inclusion and financial health outcomes, we can ensure mobile money continues to provide safe, inclusive and sustainable digital financial services.”

Vivek Badrinath Vivek BadrinathDirector General

“While the mobile money usage gap remains a defining challenge, the impressive growth in merchant payments and gains in monthly usage signals a pivotal shift—from access at scale to meaningful, everyday financial use. Continued efforts towards closing the gap will define the next chapter of the industry.”

Ashley Olson Onyango Ashley Olson OnyangoHead of Financial Inclusion and AgriTech

“It is encouraging to observe steady progress within the industry. For the second year in a row, we have been proud to announce its achievement of major milestones, first in accounts and then in transactions. We are particularly happy to see a widespread rise in the monthly usage of mobile money. Because the active use of all mobile money services offers users more benefits than access alone.”
